I like the new AD admin center in 2008 R2, at least from what I've seen so far. But we haven't made the move to R2.  Can I install this on my Windows 2003 domain controllers?

ADAC is based on ADWS framework (aka ADMGS). You can have ADAC in your existing 03 domain environment.
